Brigadir Jenderal James Creel Marshall (15 Oktober 1897 – 19 Juli 1977) adalah seorang perwira United States Army Corps of Engineers yang awalnya bertugas di Proyek Manhattan untuk membangun bom atom pada Perang Dunia II.
Sebagai anggota angkatan Juni 1918 dari United States Military Academy di West Point yang lulus lebih awal karena Perang Dunia I, Marshall ditugaskan di perbatasan Meksiko. Pada masa antar-perang, ia bekerja di proyek teknik di Amerika Serikat dan Zona Bendungan Panama. pada Januari 1942, tak lama setelah Amerika Serikat masuk Perang Dunia II, ia menjadi District Engineer dari Distrik Syracuse, dan memantau pembangunan Rome Air Depot.
Pada Juni 1942, Marshall ditugaskan dalam Proyek Manhattan, kemudian dikenal sebagai Laboratory Development of Substitute Materials.
