Allan Octavian Hume, CB ICS (4 Juni 1829 – 31 Juli 1912)[1][2] adalah seorang reformator politik, ornitologis, pegawai sipil dan botanis asal Inggris yang bekerja di India Britania dan menjadi tokoh pendiri Kongres Nasional India. Ia adalah pencetus swa-pemerintahan India dan sangat mendukung gagasan kemerdekaan India. Ia mendukung gagasan swa-pemerintahan oleh orang-orang India.[3] Sebagai ornitologis terkenal, Hume disebut "Bapak Ornitologi India", dan, oleh orang-orang yang menganggapnya dogmatik, "Paus Ornitologi India".[4]
